The Community Redevelopment Agency of the City of Los Angeles (CRA/LA) is seeking proposals from qualified companies and developers for the development of an industrial facility designated for labor intensive employment uses on CRA/LA-owned land in the Los Angeles Harbor Industrial Center Redevelopment Project Area, commonly known as the Wilmington Industrial Park (WIP) in Wilmington, California.
Request for Proposals for Mixed-Use Affordable Senior and Family Projects for Three Sites On South Central Avenue (RFP No. NP-12541)
CRA/LA and the Los Angeles Housing Department (LAHD) are seeking proposals from qualified and experienced developers for the rehabilitation and development of three existing mixed-use affordable housing projects jointly owned by CRA/LA and LAHD in the Council District Nine Corridors South of the Santa Monica Freeway Recovery Redevelopment Project Area. The subject sites include the historic Dunbar Hotel (4225 S. Central Avenue), Somerville I Apartments (4251-4263 S. Central Avenue) and Somerville II Apartments (4201-4219 S. Central Avenue). All three properties are in need of significant rehabilitation. Respondents are required to propose a redevelopment plan that incorporates all three sites.
Request for Proposals for the Reseda Theater NP-12939
Located in the 3rd Council District (CD3), the Reseda/Canoga Park Earthquake Recovery Project Area is on the west side of the San Fernando Valley and covers an area of more than 2,400 acres. The Reseda/Canoga Park Earthquake Recovery Project Area is a thriving and diverse community. A wide range of housing types and prices make the area attractive, particularly to first time homebuyers. The communities are close-knit and family oriented.
Request for Developer Qualifications for the Santa Barbara Plaza 8.3 Acre Commercial/Retail Opportunity Site RFQ No. NP-12947
The Santa Barbara Plaza Commercial/Retail Development Opportunity Site’s development proposes to provide not only viable and needed commercial and retail uses for the Crenshaw community, but also to take a major positive step forward in revitalizing the larger Santa Barbara Plaza area, as well as complementing the existing adjacent Baldwin Hills Crenshaw Plaza and Magic Johnson Theater development.
East Valley Region’s Opportunity Sites!
The East Valley Region is a dynamic area of the northeast San Fernando Valley that offers diverse and significant residential and business communities with distinct cultural, historic and community importance. The East Valley Region is comprised of three redevelopment project areas, including North Hollywood, Laurel Canyon, and Pacoima/Panorama City (see attached map), which include the communities of North Hollywood, Panorama City, North Hills, Mission Hills, Arleta, Pacoima, Sun Valley and Sylmar.
New Markets Tax Credit Program
The City of Los Angeles received a $75 million allocation of New Markets Tax Credits (NMTCs) in the 2007 Funding Round. The NMTC program permits investors to receive a credit against federal income taxes for making qualified equity investments in designated Community Development Entities (CDEs). The City’s certified CDE will use its tax credit allocation to generate investment capital which will be used to provide flexible financing products to eligible borrowers to build economic development projects throughout the City of Los Angeles.
A new incentive program offered in South Los Angeles is the Grocery Store and Sit-Down Restaurant Incentive Package. The CRA/LA and the City ofLos Angeles have developed an incentive package to attract new food retailers to the South Los Angeles region, offering incentives in the areas of financing, energy and planning and entitlements.

With leadership and support from Mayor Antonio R. Villaraigosa, the Community Redevelopment Agency of the City of Los Angeles (CRA/LA) and other City Departments are working together to provide development incentives, streamline approval processes and market prime development opportunity sites in South Los Angeles.
With major CRA/LA projects and new initiatives underway, now is the right time to invest in South Los Angeles.
